Clean Water & BeyondJOB SUMMARY: This position will provide technical, professional engineering design and administrative services including preparation of drawings and specifications, assistance in administering wastewater construction contracts and evaluation of a contractor's work and administering feasibility studies and special studies for assigned wastewater projects. This position will perform complex design under supervision and guidance related to overall objectives, critical issues, new concepts and policy matters.

This position is for a journey or senior wastewater engineer (Engineer III or IV) depending on experiences, qualifications, knowledge, and skills. King County may elect to select one or more candidates from this advertisement depending on the applicant pool, current openings, and openings created from pending retirements. Applicants from this recruitment may be considered for future vacancies as they occur.
WORK LOCATION: Following the guidance given in the "GreenWhereWeWork" initiative of the Department of Natural Resources and Parks, this position will work remotely. There will be an expectation to travel to various worksites throughout King and South Snohomish County as needed for your work.
WORK SCHEDULE: This career service position is Fair Labor Standard Act (FLSA) exempt and is not overtime eligible. The regular workweek is full-time 40 hours, Monday through Friday 8:00 a.m. to 5:00 p.m.

- Develop work plan, schedule and budget for the execution of designs for wastewater projects.
- Review consultant plans and specifications to ensure conformity to the County’s specifications and requirements.
- Serve as Project Engineer on County Design Projects. As Project Engineer, coordinate project design with other engineering disciplines, the engineering design review team, and other team members. Review and consolidate technical comments from design reviews. Serve as a single point of contact for the project to the Project Manager.
- Review and approve shop drawings submitted by contractors, assist in the interpretation of specifications, advise on contractor compliance with contract documents, and review change orders when required by field personnel or as required by law.
- Translate operational and maintenance requirements into terms the project team understands.
- Review proposals from equipment vendors, especially mechanical equipment vendors.
- Perform site visits for design investigations, troubleshooting, and similar activities.
- Prepare (Senior) and assist in the development of (Journey) public works and procurement contract documents and cost estimates to comply with County and State public bidding policy. Assist in the acquisition of all necessary permits prior to construction bidding.
- Stamp and sign engineering plans as a licensed Professional Engineer (Senior).
- Participate in the development of terms and special provisions for agreements between County and regulatory and permitting agencies involving technical issues.
- Respond to questions from the general public, consultants and/or other wastewater staff regarding technical issues related to wastewater facilities.
- As required, provide assistance with complex emergency repairs of wastewater facilities or when technical engineering assistance is necessary. May coordinate with the work of maintenance personnel or contractors to accomplish necessary repairs.

The ideal candidate should have:
- A bachelor's degree in mechanical or civil engineering is required.
- Senior Level
- Eight (8) years of increasingly responsible engineering experience.
- Registration as a Professional Engineer in the state of Washington or the conversion of an out-of-state state license within 90 days from date of hire is mandatory.
- Journey Level
- Four (4) years of engineering work commensurate with an Engineer-In-Training (EIT) registration.
- Possession of an Engineer-In-Training (EIT) certification is required. A professional engineer's license in the state of Washington is desirable.
- Thorough knowledge of engineering principles and techniques.
- Familiarity with wastewater facilities and construction principles and techniques.
- Demonstrated experience in solving complex technical issues within a multi-discipline work environment.
- Analytical and mechanical engineering (technical) abilities are required for engineering project assignments to make recommendations on the cost effectiveness of projects and to evaluate alternative design proposals.
- Excellent written and verbal communication skills required to provide information, present projects/plans.
- Ability to coordinate with Operations and Maintenance personnel and represent their interests and solicit their input on County projects.
- Team building, conflict resolution and negotiation skills to facilitate effective exchange of information and problem solving. Ability to use collaborative processes to successfully execute projects involving a diverse group of individuals from a matrixed organization.
- Demonstrated ability to develop, implement, monitor, and report on all aspects of an assigned capital project which include, but are not limited to, project goals and objectives, success factors, scope, schedule, budget, and change control.
- Knowledge of project management techniques and principles and the application of these principles (Senior).
- Experience in managing multiple, high profile, complex capital projects simultaneously within established timeframes and costs (Senior).
- Understanding of local government mandates and programs.
- Ability to work with a diverse group of individuals from consultants, elected officials, the general public and King County staff is essential in ensuring that project schedules and contracts are in compliance with agency standards.
- Ability to conduct field work associated with engineering design, including coordinated physical activities.
- Ability to handle, on an intermittent basis disturbance, of workflow and/or irregularities in work schedule.
- Direct the work of technical wastewater engineering personnel and consultants on a project basis to produce coordinated engineering documents, including but not limited to, plans, specifications, and cost estimates that meet County standards and public bidding requirements.
- Ability to use software that supports the delivery of required work products, including Microsoft Word, Excel, Outlook, and databases, as well as any technical or specialty software programs required to perform the job functions.
- Knowledge and awareness of racial bias and inequities
- Skills to identify and successfully address racial inequities in the workplace and in the services provided to customers and stakeholders.
- Strong interpersonal skills including skills that promote respect and advance racial equity in the workplace.
- Work experience with wastewater conveyance and treatment facilities is strongly preferred.
- Work experience with mechanical equipment found in wastewater treatment plants, including pumps, piping systems and valves, solids/liquids separation equipment, blowers, and compressors.
- Work experience with hydraulic calculations using AFT Fathom or similar software and wastewater pump station design is strongly preferred.
