- Provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees (especially members of their own team), and have regular and reliable attendance that is non-disruptive. Other essential duties of this position include the following:
- Perform supervisory responsibilities which may include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems. Carry out supervisory responsibilities in accordance with the City's policies and applicable laws.
- This position coordinates long range/project planning and implementation efforts including, but not limited to: master plans; neighborhood, corridor and other small area plans; intergovernmental agreements; revisions to land-use regulations; feasibility studies; redevelopment and enhancement projects; consultant agreements and scopes of work; citizen participation activities; and grant development and applications.
- Coordinates with other divisions and departments and outside jurisdictions to implement the vision, goals and strategies/actions of the City's approved comprehensive plan, master plans, neighborhood, corridor, and other small area plans.
- Coordinates, recommends, reviews, and develops revisions to land-use codes and related ordinances.
- Researches, compiles, interprets, and analyzes a variety of information and statistical data and materials.
- Works closely with task forces and community groups to gather input and develop consensus on planning projects and initiatives.
- Conducts land use, demographic, economic, and other research activities on a broad range of community and planning subjects.
- Prepares technical reports and presents findings and recommendations to Mayor and City Council, Planning Commission, task forces, and other community groups.
- Oversees and Coordinates the City's historic preservation efforts.
- Coordinates interdepartmental and outside agency efforts related to long range/project planning projects.
- Responds to citizen complaints, requests, and inquiries in an appropriate manner.
- Represents the Department and the City in interdepartmental and inter-jurisdictional settings.
- Develops new ordinances and meets goals and policies set forth by Mayor and City Council, makes recommendations regarding policy decisions based on experience and sound planning principles.
- Coordinates and assists in neighborhood planning, revitalization and preservation activities, including conducting background research and data collection.
- Prepares and reviews maps, drawings and other graphics including making property site and field visits; prepare property site plans, zoning plans and sketches in ArcGIS and planning related software; and maintain and update official City maps, including the zoning, overlay district, and similar maps
- Assist the Department Director as needed.

- Minimum Qualifications

- Bachelor's degree (B.A. or B.S.) from four-year college or university in City and Regional Planning or related field and eight years of progressively responsible management and administrative experience in municipal planning and development, at least three of which were at a supervisory level. Master's degree in City and Regional Planning preferred which may substitute for four years of progressive experience.
- Valid Driver's License.
- AICP Certificate required within 1 year of employment.
- Effectively communicate with others orally and in writing, often under complex conditions that require good judgment.
- Must possess public presentation skills to provide presentations to staff, the public, various boards and committees, and City Council in a clear, effective manner.
- Must be proficient in the use of a computer and software programs such as word processing and spreadsheets and must be able to become proficient in the use of other related software programs such as permit tracking software and ArcMap. Must be able to effectively operate standard office equipment.
- While performing the functions of this job, the employee is regularly required to talk and hear. The employee regularly is required to stand, walking and sit; use hands to finger, handle, or feel; reach with hands and arms. The employee must frequently lift and/or move up to 10 pounds. Specific vision abilities required by this job include close vision, distance vision, and color vision.
