Building Safety Director

Provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees (especially members of his or her own team), and have regular and reliable attendance that is non-disruptive.
- Perform supervisory responsibilities which may include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance, rewarding and disciplining employees; addressing complaints and resolving problems. Carry out supervisory responsibilities in accordance with the City's policies and applicable laws.
- Responsible for the health, safety and welfare of the citizens as it relates to buildings in the city. Develop ordinances and policies and make presentations to the public and City Council.
- Plan, direct, coordinate and review the work plan for the Building Safety Division; meet with staff and other city personnel to identify and resolve problems; assign work activities, projects and programs; monitor work flow; review and evaluate work products, methods and procedures.
- Interpret and administer state and local building codes and ordinances. Review and update building codes to ensure compliance with state and federal laws; participate in code development meetings with state and municipal officials. Maintain up-to-date knowledge of modern principles and practices of building design, construction and equipment and train building inspectors in building codes, ordinances and relevant state statutes concerning inspection enforcement activities.
- Investigate health, safety and welfare complaints and issue citations or approve remedies for building code violations, and testify in court as necessary for Building Safety related matters.
- Provide administrative and professional leadership and direction for the Building Safety Division. Establish division policies and procedures, research, analyze and evaluate new service delivery models, procedures and techniques to implement improvements for an efficient and effective building safety program.
- Promote "Building Safety" to professional and civic organizations.
- Prepare the annual division budget; forecast building permit revenue and prepare statistical reports on building permits and inspections performed; monitor funds needed for staffing, equipment, materials and supplies within the adopted budget.
- Coordinate development meetings for contractors; provide pre-construction guidelines and information.
- Review development codes with architects, engineers, and developers; coordinate the permit process between developers and other City departments and divisions; respond to questions; mediate and resolve conflicts and complaints.
- Coordinate insurance service organization (ISO) classification and building code effectiveness grading schedule (BCEGS) rating for the city.
- Participate in continuing education and maintain state and national certifications.
- Review construction plans and conduct field inspections for code compliance.
- Maintain the Construction Board of Adjustments and Appeals.
- Maintain division's Emergency Management Plan.
- Perform other duties as assigned.
Minimum Qualifications
- Bachelor's degree (B.A. or B.S.) in architecture, engineering or a closely related field from a college or university and four years of related experience with a minimum of two years in management. An equivalent combination of additional related experience, certifications and technical education can be substituted for the Bachelor's degree.
- Valid Driver's License.
- Must successfully pass criminal background check, including but not limited to convictions, guilty pleas, or no contest pleas to violent offenses, theft offenses and any offense under A.C.A. 21-15-103.
- Obtain Arkansas State Plumbing and Mechanical Inspector licenses and Residential Inspector Certification within one year of hire date. Obtain Commercial Building Inspector Certification and Building Plans Examiner certification within two years of hire date. Obtain (ICC) Certification as a Certified Building Official (CBO) within 3 years of hire date.
- Have knowledge of advanced principles, practices and techniques of building construction and code inspection, including plumbing, electrical, mechanical, building and nuisance codes.
- Ability to read, analyze, and interpret complex building plans, specifications and building code documents.
- Effectively communicate with others orally and in writing, often under complex conditions that require good judgment.
